People often use the terms manufactured and modular interchangeably, but the two describe fundamentally different regulatory categories, and the difference matters once a claim requires technical documentation. A manufactured home is built entirely to the federal HUD Code and typically travels to its site on a permanent steel chassis. A modular home, by contrast, is built in sections or modules within a factory setting, but those modules are constructed to the same state or local building code that would apply to a comparable site-built house in that jurisdiction. Once transported and set on a permanent foundation, a modular home is generally treated, for code and inspection purposes, as conventional site-built construction rather than as a HUD Code manufactured home.

That regulatory distinction carries practical consequences for anyone documenting storm or other physical damage. Because modular homes are held to local building codes rather than the federal HUD Code, their structural components, roofing materials, and wall assemblies are frequently indistinguishable from site-built construction once installation is complete, aside from the seams where individual modules were joined together at the factory and then connected on site. Those module seams, sometimes called marriage lines, are worth particular attention during an inspection, since settling, minor separation, or finish inconsistencies along a seam can sometimes be mistaken for storm damage when the condition actually traces back to the assembly process itself.

Roofing on modular homes is another area where the construction method shows through. Some modular designs ship with the roof largely complete, including shingles already applied at the factory, while others are designed so the roof structure is finished after the modules are set, allowing a single continuous roof deck across the entire footprint. Knowing which approach a particular home used helps explain patterns an inspector might observe, such as a slightly different shingle lot or exposure along one section compared to another, which in a factory-completed roof scenario might simply reflect how the roofing was sequenced during construction rather than any damage history.

Foundations under modular homes also tend to follow conventional site-built practice, whether that means a poured concrete basement, a crawl space, or a slab, in contrast to the pier-and-beam or runner systems more commonly associated with manufactured housing set on non-permanent foundations. This means foundation-related damage on a modular home, such as cracking from frost heave or settling, is generally evaluated using the same methods and reference standards an appraiser would apply to any site-built house in the region, including guidance from organizations that address concrete performance and soil-bearing considerations in cold climates.

Because the modular and manufactured categories are sometimes confused even by people working in construction and insurance, one of the first steps in any evaluation involving factory-built components is confirming exactly which category applies, ideally by reviewing the home’s data plate, HUD certification label if present, or state modular seal, along with any permit and inspection records from the original installation. That documentation establishes the correct regulatory and construction framework before any damage assessment begins, and it helps keep the rest of the evaluation grounded in how the home was actually built rather than in assumptions drawn from its outward appearance.
