A manufactured home built to the HUD Code, the federal standard that has governed factory-built housing since June 15, 1976, often arrives from the factory with a roof system quite different from what a site-built house carries. Many older units left the factory with a low-slope or nearly flat roof covered in a single-ply membrane or coated metal panel, a design chosen to keep the unit within transportable height limits during the trip from plant to homesite. Over the decades since, a large share of these homes have been fitted with a pitched roof-over system, essentially a new sloped truss structure built above the original roof, then finished with asphalt shingles, metal panels, or another conventional covering.

When damage is being evaluated on a manufactured home, the roof-over detail matters. An appraiser or adjuster needs to determine whether the covering in question sits on the factory roof deck, on a retrofit truss system, or on some hybrid of the two, because the substrate affects fastening patterns, ventilation, and how wind or hail forces travel through the assembly. A roof-over built without adequate flashing at the transition points can trap moisture between the old and new roof surfaces, and that trapped moisture sometimes shows up later as staining or rot that is easy to misread as storm-related when its origin is a construction detail from years earlier. Separating pre-existing conditions from new storm damage is a task that calls for careful, methodical inspection rather than assumption.

Hail and wind are the two perils most commonly at issue on manufactured home roofs across Minnesota and the broader Midwest. Metal roofing responds to hail differently than a shingle surface does; a steel or aluminum panel may show a dent pattern that is cosmetic in nature, while the functional performance of the panel is a separate question from its appearance. Asphalt shingles on a roof-over, by contrast, are typically evaluated using the same granule-loss and mat-fracture criteria used on any conventional roof, referencing test methods such as those published by ASTM International and guidance from organizations like the National Roofing Contractors Association. Wind uplift on these homes deserves particular attention because the perimeter attachment of a roof-over system, and the way it ties into the chassis and marriage line on a multi-section home, is not always built to the same tolerances as a site-built roof structure.

Cold-climate conditions add another layer to consider. Ice damming can occur on manufactured home roofs just as it does on conventional houses, particularly where insulation and ventilation in the roof-over cavity are limited by the shallow space available. Ridge vents, soffit vents, and the transition flashing around any rooftop penetrations, such as plumbing stacks or skylights, are common points where an appraiser will look closely, since these details often determine whether a leak traces to a storm event or to an ongoing maintenance condition. Documentation typically includes photographs of the decking, the underlayment where accessible, and the fastener pattern, along with notes on the manufacturer’s original roof pitch versus any subsequent retrofit.

Because manufactured homes vary so widely in age, manufacturer, and retrofit history, no two roof evaluations look quite the same. A unit from the 1980s with its original membrane roof presents different questions than a 2015 model with a factory-installed shingle roof on a steeper truss. Understanding which category a given home falls into, and documenting the roof’s construction history before assigning cause and scope to any damage, is foundational work that supports a sound, defensible conclusion regardless of which side of a claim is asking the question. Coverage determinations about what a policy will pay for remain a matter between the policyholder and the insurer, not something the appraisal process resolves.
