Unlike site-built homes, which are constructed to state and local building codes that vary from one jurisdiction to the next, manufactured homes built in the United States since June 1976 are constructed to a single federal standard administered by the Department of Housing and Urban Development, commonly known as the HUD Code and codified in the federal regulations at 24 CFR Part 3280. This distinction matters immediately in any claims context, because it means the applicable construction standard for a manufactured home does not depend on where the home happens to be located, but on the date it was built and the federal requirements in effect at that time.
Every home built under this system carries a red certification label, a small metal plate permanently affixed to the exterior of each transportable section, usually near the rear of the home, that certifies compliance with the HUD Code standards in effect at the time of manufacture. A separate data plate, typically located inside the home near the electrical panel, closet, or kitchen cabinet, provides more detailed information including the manufacturer, the model designation, and importantly, the wind zone and snow load zone the home was engineered to withstand. Locating and documenting both the red label and the data plate is one of the first and most useful steps in any manufactured home damage inspection, since these markers establish the engineering baseline the home is supposed to meet, independent of any assumptions based on the home’s outward appearance or age.
Wind zones under the HUD Code divide the country into three designations, with Wind Zone I covering most of the country including Minnesota and much of the Midwest, and Wind Zones II and III covering coastal and hurricane-prone regions with progressively higher engineered wind resistance requirements. A home built and labeled for Wind Zone I is engineered to a lower wind load standard than a home built for Wind Zone II, and this matters when comparing a damaged home’s actual performance in a storm against what it was reasonably designed to withstand. It also matters for repair scoping, since replacement components, particularly roofing and anchoring hardware, ideally match or exceed the wind zone standard the home was originally certified to.
It is worth distinguishing HUD Code manufactured homes from modular homes, a related but legally distinct category. Modular homes are also built substantially in a factory setting, but they are constructed to the same state or local building codes that apply to site-built construction in the jurisdiction where the home will be placed, typically the International Residential Code as adopted by the state, rather than to the federal HUD Code. Modular homes do not use a permanent integrated steel transport chassis in the same way manufactured homes do, and they are generally set on a permanent site-built foundation designed for that specific home. Confusing the two categories during a damage evaluation can lead to applying the wrong construction standard as a reference point entirely.
The HUD Code has been updated periodically since 1976, including significant revisions to wind standards following major storm events in other parts of the country, so a home’s certification label date provides a meaningful marker for which version of the standard applies to that particular unit. This history is useful background for anyone evaluating storm damage to a manufactured home, though how a given repair should be scoped against current versus original standards, particularly where state adoption of updated HUD provisions is involved, benefits from consultation with someone familiar with the current federal and state regulatory framework applicable to the home’s location.
