Deck movement is one of those conditions that can look alarming on the surface, a noticeable tilt, a gap that has opened between the deck and the house, or boards that no longer sit level, while the actual cause traces back to something entirely below grade: the footings the structure rests on and how they interact with frost in the soil beneath them.
Minnesota building codes generally require footings to extend below the local frost depth, which varies by jurisdiction but commonly falls in the range of thirty-six to forty-two inches, precisely because soil that freezes and thaws seasonally expands and contracts in ways that can lift a shallow footing over time, a phenomenon known as frost heave. A footing poured to the correct depth, resting on undisturbed or properly compacted soil, is designed to sit below the active frost zone so that seasonal freezing does not exert direct upward pressure on it. A footing poured too shallow, or one resting on fill soil that was not adequately compacted before construction, is more susceptible to seasonal movement regardless of how well the deck framing above it was built.
Distinguishing frost heave from other causes of deck movement is a matter of pattern and timing. Heave-related movement tends to be seasonal, most pronounced in late winter or early spring as frozen soil expands, and it often affects one or two footings unevenly rather than the entire structure uniformly, since soil moisture and compaction can vary across a small footprint. Movement caused by a specific event, such as a footing displaced by nearby excavation, erosion undermining support after a heavy rain, or a footing that was simply installed at an inadequate depth from the start, may show a different pattern, sometimes a sudden change noticed after a specific incident rather than a gradual seasonal cycle.
Inspecting a deck for footing-related movement typically involves probing or excavating around visible or accessible footings to check depth and condition, observing the deck ledger connection to the house for signs of separation or fastener pull-out, checking for level and plumb across multiple points on the structure, and reviewing any available history of when the movement was first noticed relative to seasonal changes. In older decks, especially those built before more consistent frost-depth enforcement in some jurisdictions, or built without permits, the footing design itself may not meet current code, which is a separate consideration from whether the specific movement observed was caused by a discrete event. The type of footing matters as well, since a poured concrete pier behaves differently than a precast concrete deck block simply set on grade, and the latter is far more susceptible to seasonal frost movement by design rather than by defect.
A clear inspection record distinguishes between pre-existing conditions related to original construction or soil characteristics and any changes attributable to a specific occurrence, since those are physically different categories of finding even when they produce a similar visual result. Soil type at the site is a relevant background fact too, since clay soils common in parts of Minnesota tend to hold more moisture and heave more dramatically than sandy or well-drained soils, meaning two decks built to identical footing depths can behave quite differently depending on what they are founded in. That distinction, documented with photographs, measurements, and where possible excavation to expose the footing itself, is the physical foundation for any later discussion of how the deck’s condition should be addressed.
