Water losses are not all alike, and the industry standard used to classify them reflects that reality directly. The Institute of Inspection, Cleaning and Restoration Certification, commonly known by its abbreviation IICRC, publishes a widely referenced standard for professional water damage restoration that sorts water intrusion into three categories based on the level of contamination present, and that categorization has a direct and often significant effect on how much material needs to be removed during repair versus how much can reasonably be dried and retained.
Category 1 water originates from a clean source, such as a supply line break or an overflowing sink fed by potable water, and carries little to no contamination at the time of the loss. Materials affected by category 1 water can frequently be dried in place using appropriate equipment and monitoring, provided drying begins promptly and the materials involved, such as drywall, subfloor, and framing, can return to a normal moisture content within an acceptable timeframe. Category 2 water, sometimes called grey water, contains a significant degree of contamination and might originate from a washing machine discharge line or a dishwasher overflow; materials affected by category 2 water often require more aggressive cleaning and antimicrobial treatment, and some porous materials may need removal rather than drying, depending on how long the water was present before mitigation began.
Category 3 water is grossly contaminated and can contain harmful agents, arising from sources such as sewage backups or water that has picked up contaminants by flowing across a large area before entering the structure. Under the IICRC standard, most porous and semi-porous materials affected by category 3 water are generally recommended for removal and replacement rather than drying and retention, since cleaning and drying alone are not considered sufficient to restore these materials to a safe and sanitary condition. This distinction is a major driver of scope differences in water damage estimates, since a category 3 loss in a finished basement can require significantly more demolition than a category 1 loss of similar size and duration.
Time is also a factor the standard accounts for directly, since water that begins as category 1 can degrade into category 2 or category 3 if it sits unaddressed for an extended period, particularly in Minnesota winters when a slow leak behind a wall can go unnoticed for weeks before it surfaces as visible damage. Correctly identifying the category of water involved in a given loss, and documenting how that determination was reached, is an important technical step in building a water damage estimate that reflects an appropriate scope of repair rather than either an unnecessarily conservative or an unnecessarily minimal one.
The source of the water and the category it falls into are not always the same question, a distinction that sometimes gets blurred in estimate disputes. A supply line break is presumptively a clean, category 1 source, but if that water sits in an enclosed wall cavity for several days before discovery, restoration industry practice recognizes it can progress to category 2 due to contaminant growth in a wet, enclosed environment, even though the original source water was clean. Distinguishing the source from the current condition of the water at the time mitigation actually begins is a technically important judgment, usually supported by documentation of when the loss was discovered, when mitigation started, and what conditions were observed once the cavity was opened. Scope differences between categories often come down to specific, defensible line items rather than broad assumptions. A category 1 loss affecting carpet padding might allow for extraction and drying of the carpet while replacing only the padding, since padding is generally treated as non-restorable, while a category 2 or 3 loss affecting the same carpet might call for replacement of both carpet and padding due to contamination concerns.
